Governance
The iBioTUM is a core unit of the Faculty of Medicine as a sub-corporation under public law and a joint facility of the Technical University of Munich (public corporation and state institution) and the Klinikum rechts der Isar (institution under public law). The Faculty of Medicine as well as the Klinikum provide the infrastructure for sample servicing and administration. In addition, iBioTUM provides the current patient information and governance documents to be used exclusively at the Faculty of Medicine, the Klinikum rechts der Isar as well as at the Technical University.
The iBioTUM has the following governance bodies:
The Biobank Officer is the curator of iBioTUM. He coordinates votes on the strategic direction of iBioTUM and advises the Faculty Board on the scientific direction and activities of iBioTUM. He is the trustee of the activities of the management of iBioTUM and the advisor of the board on the question of the admission of subunits. Annually, the Biobank Officer submits an activity report to the Faculty Board.
The Executive Committee assumes the function of the Use and Access Committee (UAC). It consists of the Managing Director of iBioTUM, the Head of the Institute of Clinical Chemistry and Pathobiochemistry, the Head of the Institute of General Pathology and Pathological Anatomy, and the Head of the Chair of Medical Informatics. The clinics and institutions contributing directly to iBioTUM send one representative.
The work of the Executive Committee is controlled by the Biobank Officer.
The Executive Committee controls and manages access to iBioTUM human solid and liquid biospecimens and associated data when it is a request of special interest to the general public (e.g., in the event of a pandemic) or involves rare or scarce specimens. Otherwise, the management takes over the tasks of the Use and Access Committee.
The iBioTUM management acts as a control center for smooth daily operations. It screens requests for the use of biospecimens and evaluates the associated legal, data protection and ethical implications of a sample and/or data transfer. In doing so, it maintains a constant exchange with the responsible legal department and the data protection officer. Another central concern of the management is the establishment of a comprehensive quality management for the entire iBioTUM.
In addition, the management performs the tasks of the Use and Access Committee, as far as these do not fall under the responsibility of the Executive Committee. All requests for use of biospecimens are meticulously documented by the Executive Committee and can be viewed and evaluated by the members of the Executive Committee.
